Parks & Recreation Commission
7:00PM at the Hampden Town Hall
October 23, 2003
Approved: November 13, 2003
The meeting was called to order at 7:04 pm
Attendance:
Chris McDonald, Larry Forrest, Tina Albano, Glennice Flynn, Michael D’Agostino
Welcome
Chris welcomed Mike to the Board and briefly explained meeting procedure.
Minutes
Tina made motion to approve minutes of Oct. 9th.
Chris seconded, Unanimous
Field Usage
Board will send a letter to the PVJSL concerning field usage. The letter outlines our current policy regarding non-sponsored team usage of Town facilities.
Glennice made motion, Tina seconded, Unanimous
Soccer
Discussed what level of soccer license is needed by Pioneer Valley coaches. Chris will follow up and put together an F license Soccer Coaching Course for Hampden, if possible. East Longmeadow is offering one in November. There should be enough people in Hampden to have MYSA come here and do a course.
RAD
Hampden police are offering a RAD course open to women. Board supports the program, but Jay will find out specifically what Jeff Farnsworth is looking for from the Board.
CPC
Larry gave background, and update, on the CPC situation.
Option 1 Call a separate Town Meeting
Option 2 Wait until the spring Town Meeting
Board discussed how to proceed. Tina suggested bringing in our own consultants and finding out the costs and options, so we won’t be a year behind. Have Jay contact engineers and get possible numbers.
Larry left 7:50
RAH bylaws
Discussed the pros and cons of RAH versus P&R Board doing coach selection. Tina and Glennice mentioned that the RAH policy has a part missing from the coach selection process. There was a part that said if there were 2 or more people who wanted to coach the same team, the applicants would have to submit a resume. Tina will bring her copy to the next meeting.
Tina suggested that we ask RAH if they want to continue doing the coach selection. If they keep it, we should add any changes the Board wants in the policies.
Discussed how to hand out coach evaluation forms. Tina, Mike, and Chris volunteered to hand them out to their teams.
Sport/Team policies
The Board needs policies and philosophies with regard to the sport teams in town. Tina suggested forming a sub-committee. Glennice volunteered to chair. Jay will put out notices.
Tina made motion, Glennice seconded, Unanimous
Tina made a motion to adjourn, Mike seconded, Unanimous
