HAMPDEN ADVISORY COMMITTEE
February 18, 2003
The meeting began at 6:00 pm.

Guests: Board of Selectmen
Minutes: The minutes from February 3, 2003 were approved as written.
Discussion: The Board of Selectmen was present to discuss the FY 2003 shortfall and possible solutions. They asked the Advisory Committee to review the matter. It was suggested that departments take a 1% cut in spending effective immediately and that the remaining shortfall be made up from the Stabilization account.
Mr. Smith noted the January 13th Advisory minutes stated the Town of Hampden is obligated to make up the shortfall for the repair of the TWB intercom. We will pay the shortfall, but it is not an obligation.
The Selectmen reviewed the need for an FY04 override and the possibility of presenting two different ballot questions to the town for differing amounts. The townspeople should have an option as to how much they are willing to bear.
The Police Department budget is still a work in progress. The salary lines have been reduced but there will be an increase in the requested amount for training of the reserve officers. The Selectmen also feel that the request for two cruisers is warranted.
Free Cash expenditures are anticipated for a plow truck, labor standards audit and unanticipated transfer station expenditures.
Fire Department , Peter Hatch: Mr. Hatch was present to discuss his 2004 budget requests and his hopes that he will not have to take any cuts. He has submitted a bare bones budget.
Transfer Requests: Requests were signed for Road Machinery Maintenance in the amounts of $235.64 and $115.35.
