Regular Meeting of Parks & Recreation Commission

The meeting was called to order at 7:12 P.M. Board members in attendance were Jim Morris, Chris McDonald, Glennice Flynn, and Kathleen Duquette. Others present were Jay Fenlason, John Flynn, Rick Green, Cliff Bombard and Sue Gorman.

OLD BUSINESS:

Bills were reviewed and approved.

Minutes: The meeting minutes from February 27,2003 were approved. Glennice made a motion to accept and Chris seconded. All in favor and so voted.

Pool Committee:  Glennice read an email from Tom Couture stating when the snow melts and there is access to the pool he will come and advise on the pool situation. Gary Weiner has also offered his services.

Soccer: Chris mentioned the option of possible consolidation, in the future, of teams with Wilbraham. Teams seem to be getting smaller in Hampden. Wilbraham is very organized and has a good system. This may be a good possibility for the future.

Budget: It was confirmed that the 1% cut to the budget was coming from 30.1.

NEW BUSINESS:

Fields. The maintenance of the fields is still an issue. Jay is to check into finding someone to fulfill this. Perhaps the Highway Department can help maintain the fields.

Irrigation system: Eric Lee from  F.C. Taplin called and said materials could be purchased for less but they cannot install them. It was suggested that Ct. Valley Artesian Well do the work since they have access to all that is necessary to install the system. The only thing excluded is the electrician. Glennice made a motion to have Ct. Valley Artesian Well do the work and Chris seconded. All in favor and so voted.

Policy Board: Jay checked with the selectman on reviewing the policies and it is necessary for the town attorney to review.

Summer Activity Program: It was suggested to offer an incentive to have early signups for the program. This will help in hiring staff and help to avoid a lot of sign ups on the first day. Another water spigot is necessary over by the RAH building for water activities. Jay to check with Tom Mclaughlin to see if the line can be run off the upper well.

Movie Nights: March 29 will be Inspector Gadget 2 at the Town Hall.  Help is needed to run this movie. April 12 is Harry Potter and The Chamber of Secrets. Kathleen has offered to help with this movie. This may need to be moved to the GM gym to accommodate a larger crowd. Jay will look into this.

Fall Festival:  Chris suggested advertising for a committee to run this event. Jay is going to put an ad in the Reminder and the Wilbraham/Hampden Times.

Misc: A second phone line is needed in the office. It was decided to share the planning board’s line.
