MINUTES

Present: James Smith, Duane Mosier. Mark Barba absent.
Guests: Doug Farmer, Wilbraham/Hampden Times, Suzanne McLaughlin, The Springfield Republican
Meeting called to order at 7:00 pm.
A concern was raised from the meeting on November 27th that Candice Keddy, as a member of Hillside/Ridgeline Committee might have a conflict of interest while serving on Conservation Commission as well. The question was asked of town counsel who said there was no conflict if the positions are unpaid. If there were issues in conflict, Candice could check with State Ethics or recuse herself.
Pat Cote has been vocal on issues relative to the Scantic Meadows Development. As a result she may have to recuse herself from any decisions relative to the development.
The Board of Selectmen will send a formal request to DEP asking them to inspect Grant’s property to determine if they are in compliance with the Cease and Desist order previously issued by the Conservation Commission with a report to be sent to the current Commission.
Scott Rumplik: Came before the Board to interview for a position on the Conservation Commission. He has an excavation business and dumpster service. He is willing to take classes and to learn existing laws. The question was asked if he is able to give the time needed for the commission. It was stated that the Commission generally meets once a month as a commission and several days are scheduled for site inspections during the month. Hearings are part of the monthly schedule as well. There will be training available from DEP.
Scott works in town, and is aware of environmental issues. He has been on the fire department as a volunteer for some time as well.
Three full time members have been appointed, Charlie Schmitt, Pat Cote and Candice Keddy. Cynthia Connors expressed an interest and was appointed as an associate member.
Pat Cote arrived at 7:25. J. Smith mentioned that she might have to recuse herself from the Scantic Meadows development hearings. The Board advised her to check with the Ethics Commission.
Minutes of 11/27/04 were reviewed. Motion to approve by Duane Mosier with corrections, second by James Smith. VOTE: All in favor and so voted.
Motion made by Duane Mosier to appoint Scott Rumplik as an Associate Member of the Conservation Commission. Second by James Smith. VOTE: All in favor and so voted.
Phil Grant to contact Conservation Commission members, get sworn in and post meeting for as soon as possible. The Commission needs to elect officers and get ready for hearing set for December 6th. Coordinate site visits for upcoming hearings, etc.
James Smith pursued the complaint of dumping on Russ Morton’s property at the end of South Ridge Road, which had been brought forward by Mike Gerrard regarding grass clippings, etc. James visited the site. Russ told James that he has not given permission to anyone to do so, but will follow up on this.
Town House generator repair is moving forward, and Duane Mosier is still looking for parts.
Hot water heater to be replaced on December 2, 2004 by Tom McLaughlin.
Duane Mosier made motion to adjourn meeting at 8:30 pm. Second by James Smith. VOTE: All in favor and so voted.
