Minutes 9/4/03

 

The meeting was called to order at 3:03 PM

 

Present:            Duane Mosier and James Smith. 

Mark Barba was out of town

 

Opening Statement

 

At the opening of the meeting Duane Mosier noted for the record that the IBPO had had a 3:00 appointment and that they were not present.

 

Board of Health – Local Upgrade Variances

 

Duane Mosier moved to accept the recommendation of the Board of Health Agent to allow for a local upgrade variance for a septic system replacement at 613 Main Street to be sited within 70 feet of an existing drilled well.  James Smith seconded.  Vote: Duane Mosier – Yes, James Smith – Yes. Mark Barba was absent.

 

Duane Mosier moved to accept the recommendation of the Board of Health Agent to allow for a local upgrade variance for a septic system replacement at 42 Raymond Drive to be sited within 80 feet of an existing drilled well.  James Smith seconded.  Vote: Duane Mosier – Yes, James Smith – Yes. Mark Barba was absent.

 

Scantic Valley Regional Health Trust

 

James Smith moved to appoint Duane Mosier as the temporary representative from the Town of Hampden to the Scantic Valley Regional Health Trust with full voting rights, such appoint to expire at the time of appointment of a permanent replacement.  Duane Mosier Seconded.  Vote: Duane Mosier – Yes, James Smith – Yes. Mark Barba was absent.

 

IBPO

 

The president of the local IBPO and the union representative union arrived at 3:20PM.  Chris Browne, representative for the union apologized for his late arrival.

 

Duane Mosier asked the union to move forward as soon as possible with signing the outstanding contract that had been drafted by the Board and presented to the union for review on June 19th.  Chris Browne said that he would try to make any final comments on the contract and forward it to the board by September 12th, 2003.

 

Todd Ely pointed out that there was an error in the way that the 2nd shift differential was worded in the contract.  The Board said they would resolve this concurrent with the other outstanding issues.

 

James Smith made a motion to enter executive session for the purpose of impact bargaining with the IBPO with a return to open session.  Duane Mosier Seconded.  Role Call Vote: Duane Mosier – Yes, James Smith – Yes. Mark Barba was absent.

Special Town Meeting

 

Duane Mosier presented an updated draft of the Warrant for the October 27th Special Town Meeting.  Duane stated that he had shared a copy of the draft with Kathy Pessolano, Chair of the Advisory Committee.
