Attendance: Duane Mosier, Mark Barba, and James Smith.

 

Call To Order: The meeting was called to order at 7:00pm. 

 

Personnel Committee Meeting

 

James Smith motioned to recess the Selectmen’s meeting in order to attend the Personnel Committee meeting being held in the small meeting room, and to resume the Selectmen’s meeting following the Personnel Committee meeting.   Mark Barba seconded.  Vote: Unanimous.

 

The Selectmen resumed their meeting at 8:10pm.

 

Transfer Station Operations

 

In response to the June 2nd Annual Town Meeting’s elimination of direct funding for the Transfer Station for FY-04, Mark Barba, Chairman of the Board of Health, presented a plan for operating the Transfer Station for FY-04.  The plan included the following operational and financial changes:

 

 

Mr. Barba also proposed a $10.00 sticker fee for residents over age 60, but the Board removed this provision during discussions.

 

James Smith expressed opposition to the sticker system preferring instead to raise bag fees from $2.00 to $2.50.  Mr. Smith said that, in his opinion, the sticker system would create unnecessary administrative overhead for the Board of Health staff, cause inconvenience for the residents, and place difficult monitoring burdens on the Transfer Station and Recycle operators. 

 

Duane Mosier moved to accept the modified proposal.  Mark Barba seconded.  Vote: Mark Barba – Yes, Duane Mosier – Yes, James Smith – No.

 


Catch Basin Cleaning

 

The Board agreed to instruct the Superintendent of Highways to hold off on catch basin cleanings until a plan could be developed for properly disposing of the materials. 

 

Local Upgrade Variance – Septic System

 

Mark Barba presented the recommendations of the Board of Health Agent to approve a local upgrade variance for a septic system at 40 Mountain View Drive. 

 

James Smith moved to accept the recommendation of the Board of Health Agent.  Duane Mosier seconded.  Vote: Unanimous.

 

Executive Session

 

James Smith moved to go into Executive Session for the purpose of discussing negotiations with the Highway Department with no return to Open Meeting.  Mark Barba seconded.  Role call vote:  Duane Mosier – Yes, James Smith – Yes, Mark Barba – Yes.

 

The meeting was adjourned at 10:40pm.
