The meeting was called to order at 6:00 p.m. Board of Selectmen James D. Smith, Duane
Mosier, and Mark Barba were in attendance. |

1. North Road
The Board discussed the Buereau Property. Duane Mosier made a motion that the Town of Hampden, contingent upon approval of Articles 7 and 8 at the special town meeting on April 28, 2003, take by eminent domain a fee simple interest in the land described in the Order of Taking set forth below for the public purposes of possible future expansion of Green Meadows Elementary School and providing the site for and/or an undisturbed area around a new well to serve the school and further that damages in the amount of Eighty Five thousand Dollars ($85,000.00) be awarded to Fleet Bank of Massachusetts, N.A. Trustee, or to William L. Buereau, Trustee or individually, as their interests may be determined by the Board of Selectmen, and further that a majority of the members of the Board of Selectmen be and hereby is authorized for and behalf of the Town of Hampden to execute an Order of Taking (which has attached to it as Exhibit A a legal description of the land being taken), make payment of damages as aforesaid and execute such other documents and take such other steps as may be reasonably necessary to carry out the purposes of this vote. Mark Barba seconded. All in favor and so voted.
2. 613 Main Street
Duane Mosier made a motion that the Town of Hampden in anticipation of its need to expand its present municipal office complex of Main Street and for reasons of efficiency of operations and provide additional office space on land which is contiguous to the present town offices. The Board would make the determination pursuant to MGL Chapter 30B and submit the form to the Central Register for publication prior to the execution of a binding agreement to acquire an interest in real property. Mark Barba seconded. All in favor and so voted.
3. Override
The Board met with the Advisory Committee and School Committee to discuss the budget and override figures. the Board agreed to leave the Board of Selectmen meeting open until completion of the Annual Town Meeting.
There being no further business at the conclusion of the Annual Town Meeting Mark Barba moved, seconded by Duane Mosier to adjourn the meeting. The motion was adopted unanimously (3-0). The meeting adjourned at 10:45 P.M.
