The meeting was called to order at 7:00 p.m. Board of Selectmen James D. Smith, Duane
Mosier, and Mark Barba were in attendance. |

Appointments:
1. Chief Mellis
Chief Mellis and Sergeant Farnsworth met with the Board to discuss trading in the 9mm handguns the police force currently uses for updated weapons from Smith and Wesson. The officers would pay 50% of the cost of the guns and there is an equipment line to cover the remained. At present there are no replacement parts for the guns the officers carry. The Board was in favor of trading in the weapons and instructed Chief Mellis to pursue this.
Chief Mellis reviewed with the Board the opportunity to obtain a PVTA van for $1.00 to use as a command post for emergency management. The Board will discuss this at a meeting after town Meeting.
Chief Mellis brought additional materials regarding the Police Vehicle Program for $1.00. The Board will review the statements from other communities who have adopted this program.
2. Dana Pixley
The Board asked Dana for his recommendation regarding the drainage issues on Echo Valley Drive. Last year a resident approached the Board with an issue regarding an obstruction in the drainage ditch behind his home on Echo Valley. Dana will draft a letter to the Board stating his recommendations.
Dana reviewed the pending road construction on Bennett Road. At this time the Town was still waiting for a signed easement from a resident on Bennett Road. Dana suggested the Board invite the individual in to a meeting to discuss this issue or send a letter from the Board seeking a signed easement.
3. Highway Bid Opening
A motion was made by Duane Mosier to close bids at 7:30pm Mark Barba seconded, all in favor and so voted.

Duane Mosier moved to forwarded the bids to Dana Pixley, Highway Superintendent to be taken under advisement. Mark barba seconded. All in favor and so voted.
4. Police Department
James Smith moved to enter into Executive Session for the purpose of discussing Police Contracts with the IBPO and it’s representatives with a return to open session. Duane Mosier seconded. Roll call vote Jim – yes, Duane – yes Mark – yes

Duane Mosier made a motion to accept the minutes as corrected. Mark Barba seconded, all in favor and so voted.
6. Minutes from April 1, 2003 for approval
Pg 1 Section 2: add initial charge is to review all available materials with deadlines and recommendations.
Pg 2 Section 4: add provide more details
Pg 3 Section 10: add would require additional cost and requirements for implementation.
Duane Mosier made a motion to accept the minutes as corrected. Mark Barba seconded, all in favor and so voted.
7. Warrant
Reviewed the Annual Town Meeting Warrant
Duane Mosier moved to approve the Annual Town Meeting warrant as presented with the final corrections being made on 4/8/03. Mark Barba seconded. All in favor and so voted.
Reviewed the Special Town Meeting Warrant
Duane Mosier moved to approve the Special Town Meeting warrant as amended and the Board will authorize Duane Mosier to contact legal council for a final description of Article 8. Mark Barba seconded. All in favor and so voted.
8. Personnel Policy handbook

New Business:
9. Green Meadows Renovation
Extension of lease for 20 years – The Selectmen’s office will contact Rich Scortino for a draft of language needed for bond council.
10. Highway Contract
Jim Smith will meet with the members of the highway union, union council and the arbitrator on 4/9/03 for Highway Contract Negotiations.
11. TWB
The Board received a letter from TWB School Council requesting assistance and recommendations as to how to proceed with the proposed alterations to the front of TWB. The Board supports the efforts the School Council wishes to undertake but requests that a final set of plans be submitted to the Board of Selectmen before any alterations are done.
12. Land Acquisition
The Board noted a letter forwarded from the Superintendent of Schools regarding the land that abuts the Green Meadows School. The Board is in the process of writing an article for the Special Town Meeting that addresses the land.
13. Regional Selectmen Meeting
Duane Mosier and James Smith will attend the Regional Board of Selectmen meeting to be held 4/10/02 in Longmeadow. Mark Barba will be out of town.
14. Override
The Board reviewed the proposed override question for May. Duane Mosier moved to schedule an override vote on 5/17/03 from 8am – 8pm with the following wording:
Shall the Town of Hampden be allowed to assess an additional $362,569 in real estate and personal property taxes for the purpose of operating the Municipal Government and Public Schools for the fiscal year beginning July 1, 2003?
Mark Barba seconded. All in favor and so voted.
Duane Mosier moved, seconded by Mark Barba to continue the meeting until 4/9/03. The motion was adopted unanimously (3-0). The meeting adjourned at 12:15 A.M.
