MINUTES

November 26, 2002

Roll Call:

The meeting was called to order at 7:00 p.m.  Board of Selectmen James D. Smith, Duane Mosier, and Mark Barba were in attendance.

 

 

Old Business:

 

1.               Minutes from November 19, for approval

Pg 3 Section 10: change road to tree belt

Mark Barba made a motion to accept the minutes as corrected.  Jim Smith seconded, Duane Mosier abstained as he was out of town.  Vote Mark – yes, Jim – yes.

 

2.               Minutes from November 9, 2002 for approval

Duane Mosier made a motion to accept the minutes as submitted.  Mark Barba seconded.  All in favor and so voted.

 

3.               Appointment of Reserve Officer

Duane Mosier moved to appoint Todd MacKechnie as a Probationary Reserve Officer for one year with the Hampden Police Department.  Mark Barba seconded.  James Smith abstained, as he is a personal acquaintance of his.  Duane – yes, Mark – Yes.

 

 

 

 

 

 

 

Appointments:

 

4.               Verizon Pole Petition

Mike Long – Verizon and Lisa Jalinski – WMECO attended the meeting for permission to install a jointly owned pole.  Duane Mosier moved to grant permission for the placement of one jointly owned pole on the easterly side of South Rd. at a point approximately 6,850’ south of Chapin Road.  Mark Barba seconded.  All in favor and so voted.

 

5.               COA

Rita Vail has asked for the Board’s approval to pursue funding for stained glass units to installed in the existing upper windows in the Senior Center.  There will be 28 units, the COA is in the process of gathering pricing quotes.  The units will be of no cost to the Town, the COA is seeking donations and will be assisting with fund raising.  The COA and the Board will look into procurement and gifting should either become and issue.  A letter will be sent to the COA Board stating the Selectmen’s approval of the process.

 

6.               Reserve Officer

Chief Adams introduced John Turcotte to the Board.  Mr. Turcotte is seeking a part-time position as a reserve officer/dispatcher.  Duane Mosier moved to appoint John Turcotte as a part-time probationary dispatcher for 1 year.  Mark Barba seconded.  All in favor and so voted.

 

New Business:

 

7.               DEP Memorial Park letter

A letter from DEP to the Park and Recreation Department regarding the empting of Memorial Pond was reviewed.   The Board will ask Jay Fenlason to keep us informed as to how the Park and Recreation intends to comply with the letter.

 

8.               Mr. Malinski letter

The Board reviewed a letter from Mr. Malinski.  The Board will follow up with a letter to Mr. Malinski regarding the status of the issues he outlined in his letter.

 

9.               DEP – Central Register/Board of Health regulations

Duane Mosier will follow up with Kelly as to the information requested by DEP

 

10.            Letter Dog officer hours

A letter was reviewed regarding the lack of coverage on weekend by the dog officer.  A copy of the letter will be forwarded to the dog officer asking for his comments and input.

 

11.            Request RFP – Wireless Communication Facility

A letter requesting and RFP for wireless communication tower at the Transfer station was received.  The Board will review the matter with David Martel.

 

12.            Charter Communications

A letter was reviewed from Charter Communications.  The Board will request a representative of Charter Communications attend a follow up Selectmen’s meeting to discuss the upcoming contract with the Town.

 

13.            HLP

A letter was received from HLP seeking permission to hold a summer 2003 clambake as a fundraiser.  A letter will be sent stating that a food permit as well as sanitation facilities must be adhered to.  In addition, the police department would be notified for any traffic and safety issues.

 

Other Business:

 

14.            61A – Kibbe

Duane Mosier made a motion to release Robert and Joan Kibbe’s property at 137 Somers Road, Hampden from 61A and the Town’s right to first refusal.  Mark Barba seconded.  All in favor and so voted.

 

Mark Barba moved, seconded by Duane Mosier to adjourn the meeting.  The motion was adopted unanimously (3-0).  The meeting adjourned at 9:30 P.M.
