The meeting was called to order at 6:00 p.m. Board of Selectmen James D. Smith, Duane
Mosier, and Mark Barba were in attendance. |

Old Business:
1.
Minutes from October 15, 2002 for approval
Pg 2. Section 4: add unemployment benefits
Pg 2 Section 6: change to they, add presented assessments of the candidates
Pg 2 Section 7: change to discussed possibility of performing a study of well test – lowering cost of testing
Duane Mosier made a motion to accept the minutes as corrected. Mark Barba seconded, all in favor and so voted.
2. Letter to Brian Lees
Duane Mosier presented a draft letter to be sent to the Reminder and Hampden Wilbraham Times thanking Brian Lees for his help with the Green Meadow School Project in the legislature. He will revise the letter to be sent out after the Special Town Meeting.
New Business:
3. Reserve Officer
Chief Adams informed the Board that a part-time Dispatcher/Reserve Officer has been activated in support of “Operation Enduring Freedom” he is therefore requesting a leave of absence under the Military Leave Act. Duane Mosier moved to accept the leave of absence and evaluate whether or not retraining is required upon returning based on the amount of time the leave extends to. Mark Barba seconded. All in favor and so voted.
4. Automatic Amusement Device VFW
A letter from Chief Adams stating that he has inspected the automatic amusement device at the VFW and found that it meet as the parameters given by the Board. He recommends the license be granted. Duane Mosier moved to grant the VFW an automatic amusement device license. Mark Barba seconded. All in favor and so voted.
5. Block Party Request
Residents of Steepleview Road requested the entrance to the street on Main be blocked with a temporary sawhorse for a block party to be held on Saturday 10/26 11-1. The Board agreed to allow the road to be blocked as long as all residents were in agreement and any emergency vehicle will be able to gain access to the street.
6. Bay State Gas Permit
Requests for 2 permits for open the road for installation of new Gas Service. 325 Wilbraham Road and 46 Somers Road. The Board voted to allow Bay State Gas to open the 2 Roads and upon completion have Dana Pixley inspect the road surface for satisfactory work.
7. 5-Year Debt
Donna Vicalvi presented the Board with a list of the debt schedule and intended pay off times.
Appointments:
8. David Martel
The Board met with David Martel to review several issues that were discussed at a prior meeting. Mr. Martel will forward information he has at this point the Board and a follow-up meeting will be scheduled in the near future.
Duane Mosier moved, seconded by Mark Barba to adjourn the meeting. The motion was adopted unanimously (3-0). The meeting adjourned at 7:00 P.M.
