MINUTES

September 10, 2002

Roll Call:

The meeting was called to order at 7:00 p.m.  Board of Selectmen Duane Mosier and Mark Barba were in attendance.  James Smith was out of town.

 

 

Old Business:

 

1.               Minutes from August 26, 2002 for approval

Pg. 2 Section 6 add liquor to license

Pg. 2 Section 7 add “will review in October”

Duane Mosier made a motion to accept the minutes as corrected.  Mark Barba seconded, all in favor and so voted.

 

2.               Minutes from August 28, 2002 for approval

Mark Barba made a motion to accept the minutes as submitted.  Duane Mosier seconded, all in favor and so voted.

 

3.               West Nile Virus

Glennis Flynn met with the Board to discuss the recent bird that tested positive for west nile virus at Green Meadow School.  Her concern was the soccer participants at the schools and whether they should be taking any other precautions.  Duane Mosier stated that the Town is following guidelines the state has issued.  In addition as there is no standing water on the Green Meadows School property there is no way to use a larvicide.  At this time the Board recommends using bug spray containing deet and wearing long sleeves and long pants if out in the evening.  

 

 

New Business:

 

4.               Approval of one-day license

Mark Barba moved to approve a one-day liquor license for the VFW pavilion on 9/14 5pm-12am.  Duane Mosier seconded.  vote - unanimous

 

Mark Barba moved to approve a one-day liquor license for the VFW pavilion on 10/12 2pm-10pm.  Duane Mosier seconded.  vote - unanimous

 

5.               Approval of Bay State Gas Permits

Mark Barba moved to approve a permit to open the road for an emergency gas repair at 113 Wilbraham Road.  Duane Mosier seconded.  vote - unanimous

 

Mark Barba moved to approve a permit to open the treebelt area for a corrosion repair at 84 Valley View Drive.  Duane Mosier seconded.  vote - unanimous

 

Mark Barba moved to approve a permit to open the road for an installation of new gas service at 26 Steepleview Drive.  Duane Mosier seconded.  vote – unanimous

 

Mark Barba moved to approve permits for corrosion repair at the following addresses: 10 Fernwood (open treebelt), 38 Fernwood (open treebelt), Allen St @ Circleview (open road), Oak Knoll Dr. @ Fernwood (open road), 45 Oak Knoll (open road), Allen St @ Oak Knoll Dr.(open road), Allen St. @ Greenleaf Dr. (open road).  Duane Mosier seconded.  vote- unanimous

 

It also has come to the attention of the Board that work was done on several of the sites listed above prior to obtaining approval of the Board.  A letter will be sent to Bay State Gas apprising them of the need to obtain permission prior to excavation.

 

6.               Wilbraham Well

The Board has received several calls regarding the proposed well in Wilbraham that boarders Hampden.  Residents are concerned about the amount of water flowing from that area and the impact upon their own wells.  The Board has been advised by DEP that  the amount of water pumped from the location would not have a negative impact on wells in that area.  The Board will contact DEP for more details on the project.

 

7.               Verizon

Notification from Verizon to place on jointly owned pole on South Road.  A hearing will be held on September 24. 

 

8.               Resignation

The Board received a letter of resignation from Carolyn Brennan COA Director.  Duane Mosier moved to accept the resignation of Carolyn Brennan effective 10/4.  Mark Barba seconded.  vote- unanimous.  The Board expressed their deep regret that Carolyn is leaving but wish her the very best.  The Board will instruct the COA Board to pursue a replacement for Carolyn and bring a maximum of 3 desired candidates to the Board of Selectmen for a final decision.

 

Mark Barba moved, seconded by Duane Mosier to adjourn the meeting.  The motion was adopted unanimously (2-0).  The meeting adjourned at 8:45 P.M.
