The meeting was called to order at 7:01 p.m. Board of Selectmen, James D. Smith, Duane
Mosier, and Mark Barba were in attendance. |

Old Business:
Grievance Letter
The Board reviewed the grievance letter regarding staffing submitted by the Police Union on August 23, 2002. The Board will ask the union to agree to waive the 14-day response time so that a hearing can be held at the Selectmen’s meeting scheduled for Sept. 17th, when all the Board members will be present.
Kibbe Property – Chapter 61A Release
Mark Barba wants to ask for a copy of purchase and sale agreement as provide for under Chapter 61A. Mark wants to review the Town’s options before making a decision.
Town Hall Generator
The Board directed Duane Mosier to take all necessary and appropriate action to have the unit repaired as soon as possible, and to work with the repair personnel to develop a preventative maintenance and schedules testing plan.
Electric Permit for Thornton Burgess Fire Alarm
After a brief discussion, the Board agreed that fees for any building permit should be charged to the vendor. It was further agreed that fees for any building, electrical, or plumbing permit associated with town facilities be charged to the vendor providing the service. If the service is to be provided by town personnel then the permit fee shall come from the building maintenance budget item associated with the facility receiving the work.
DEP Immediate Response Action Transmittal Form
Duane Mosier motioned to have James Smith sign the form and attach a letter indicating that his signature acknowledges the Board has received the form but does not constitute a technical endorsement of the content of the form. Mark Barba seconded. Vote Unanimous.
DEP Site Access Letter
James Smith told the Board that he was working with Karen Desmarais to draft a letter to the Police Department instructing the Department to give DEP personnel unrestricted access to any town property upon the DEP presenting credentials to the Department.
DEP Thank you letter
James Smith will draft a letter to the DEP thanking them for attending the meeting on August 29, 2002. A copy of the Site Access Letter to be attached to the thank you letter.
DEP Well Testing Allen Street/Pinewood Drive
Duane Mosier to contact Dan Hall from the DEP and let Dan know that we do not have results from the tests conducted last year.
Highway Department Grader
James Smith told the Board that Police Chief Philip Adams and Highway Superintendent Dana Pixley are working on procedures for properly moving the vehicle on public roadways.
Acting Chairman Board of Health
James Smith motioned to appoint Mark Barba Acting Chairman of the Board of Health from Friday Sept 6, through Monday September 9, 2002. Duane Mosier seconded. Vote: James Smith – yes; Duane Mosier – yes; Mark Barba – abstain
Acting Chairman Board of Selectmen
James Smith motioned to appoint Mark Barba Acting Chairman of the Board of Selectmen from Thursday September 5, 2002 through Thursday September 12, 2002. Duane Mosier seconded. Vote: James Smith – yes; Duane Mosier – yes; Mark Barba – abstain
Review of Police Policies
At 8:30pm Police Chief Philip Adams joined the meeting. The Board and the Chief discussed several revisions to eleven police policies that the Chief had submitted in August for review. Chief Adams noted the revisions and will re-write the policies and re-submit them to the Board for final approval.
