The meeting was called to order at 6:05 p.m. Board of Selectmen James D. Smith, Duane
Mosier, and Mark Barba were in attendance. |

Appointments:
1. Hampden House Café Hearing
The Board met with Mr. Kenneth Albano and Mrs. Cimmino to discuss the alteration of premises application. Duane Mosier moved to approve the license application submitted by RDG Inc. for the alteration of premises for seasonal outdoor dining to include 6 tables pending the ABCC approval.
2. Reserve Officer
James Smith discussed with the Board a proposed draft for compensation of persons working in the capacity of reserve officer normally employed by the Town in another capacity. Discussion was tabled until the July 1 meeting.
3. Special Town Meeting
Duane Mosier moved to continue the meeting until the conclusion of the Special Town Meeting
Board of Selectmen meeting reconvened at 8:20 p.m.
Old Business:
4. Minutes from June 17, 2002 for
approval
Mark Barba moved to accept the minutes as submitted. James Smith seconded. Duane Mosier abstained as he was out of town. Vote Mark – yes, James – yes.
5. Minutes from June 3, 2002 Executive Session for approval
Pg 1. Section 1 add /or others, add at.
Duane Mosier moved to accept the minutes as corrected. Mark Barba seconded. All in favor and so voted.
6. Minutes from June 10, 2002 executive session for approval
Mark Barba moved to accept the minutes as submitted. James Smith seconded. Duane Mosier abstained as he was out of town. Vote Mark – yes, James – yes.
7. Health Inspector
Reviewed the status and follow up regarding a complaint of a potential failed septic system on River park Drive. The Health Inspector has sent a letter to the homeowner and the homeowner has engaged the services of a licensed installer to inspect the system.
8. Fee Increases
The Board reviewed the correspondence from David Martel regarding increases for Inspector Fees. Duane Mosier moved to implement the suggested inspector fees that were suggested at the May 13, 2002 to become effective July 1, 2002.
9. Green Meadows School
Duane Mosier updated the Board on the status of the project. All correspondence was to be submitted to the SBAP by June 15. Duane will speak with Austin McKeon, Chris Doonan and Rick Moriarty for a status report. James Smith stated that he spoke with Mary Rogeness earlier and he will be talking with Brian Lees asking for his support in the senate.
10. Vote on Special Election ballot Question
Duane Mosier made a motion for the Board and the Town of Hampden to hold a special election for the purpose of a 2-½ override for the HWRSD to be held on July 30, 2002. Mark Barba seconded. All in favor and so voted. Ballot question: Shall the Town of Hampden be allowed to assess an additional $181,578 in real estate and personal property taxes for the purpose of funding the Town’s pro-rated share of the FY 2003 budget shortfall for the Hampden Wilbraham Regional School District.
11. Susan Alston
The Board reviewed the letter from David Martel regarding the drainage easement on a property that abuts Mrs. Alston. Duane Mosier states that he will speak with a Mr. Schmitt regarding draining easements and the town’s liability.
12. DEP Letter/ Mr. Framarin proposal
The Board discussed the letter that was received from the DEP regarding the transfer station cleanup. The DEP is looking to finalize the clean up activity. In addition Mike Framarin submitted a proposal for repair/replacement of the monitoring wells at the Transfer Station. Duane Mosier will contact the DEP with specific questions regarding the clean up and guidelines and will report back to the Board at the next meeting. A letter will be sent to DEP before 6/28 stating the intent of the Board.
New Business:
13. Regional Dog Officer
A letter was received from the Thomas J. O’Connor Regional Dog Control Center stating that there will be a change in the fee structure starting 7/1/02. At this point the budget had already been determined for the town and the Board will ask the Advisory Board for guidance.
14. MSPCA
Trapping law – at this time the Town of Hampden has not had the opportunity to participate but feels it give the town flexibility and would like to see this working. A questionnaire will be filled out and returned to MSPCA stating the Boards stand.
15. Computer
The Board discussed the direction in which the computer maintenance will go. The board will discuss any issues that may arise at follow up meetings.
16. Thank you note
A note of thanks was forwarded to the Board referencing the Highway and Police Department personal who helped a resident during a recent storm. Jim Smith will follow up with letters to the employees and the resident.
17. Recycle Misuse
It was brought to the attention of the Board that there was some misuse at the recycling center by a resident improperly discarding recycling materials. Duane Mosier will follow-up with the resident and report back the Board.
Duane Mosier moved, seconded by Mark Barba to adjourn the meeting. The motion was adopted unanimously (3-0). The meeting adjourned at 10:00 p.m.
