MINUTES

May 28, 2002

Roll Call:

The meeting was called to order at 6:02 p.m.  Board of Selectmen James D. Smith, Duane Mosier, and Mark Barba were in attendance.

 

 

Old Business:

 

1.               Minutes from May 21, 2002 for approval

Pg 2 Section 8: remove “there”

Pg 3 Section 13: add “email forwarded to Park and Recreation advising them of this”

 

Duane Mosier made a motion to accept the minutes as corrected.  Mark Barba seconded, all in favor and so voted.

 

2.               Procurement Officer

Upon discussion the Board agreed to adopt 30B and appoint a Chief Procurement Officer and Designees.  A letter will be sent to all departments apprising them of this.  A meeting will be set up with Jim Mazik and Department Heads to answer any questions regarding the adoption of 30B.

 

Duane Mosier moved that the Town of Hampden hereby adopts, as its official Town procurement policy, the provisions outlined in Chapter 30B M.G.L., otherwise known as the Uniform Procurement Act, which establishes uniform procedures for local government and public agencies such as the Town of Hampden to use when contracting for supplies, equipment, services and real property.  Further, it shall be the policy of the Town of Hampden to award any contract for the procurement of goods and services and real property in accordance with the requirements of Massachusetts General Laws, Chapter 30B, with the exception of those contracts which are specifically exempted from the application of Chapter 30B pursuant to Section 1(b) of said chapter.  Mark Barba seconded.  All in favor and so voted.

 

Duane Mosier moved to approve the recommended designation of Chairman of the Board of Selectmen as the Chief Procurement Officer in order to satisfy the relevant provisions of Chapter 30B.  This designation shall take effect as of June 1, 2002 and remain in effect until further action is required or appropriate on the part of the Commission. Mark Barba seconded.  James Smith abstained. Vote – Mark – yes, Duane – yes  

 

Duane Mosier moved to approve the recommended designation of both Carolyn Brennan, Director Council on Aging and Karen Desmarais, Administrative Assistant as Chief Procurement Officer Designees in accordance with the provisions of Chapter 30B.  These two designations shall officially take effect as of June 1, 2002 and shall remain in effect until further action is required or appropriate on the part of the Town of Hampden.  Mark Barba seconded.  All in favor and so voted

3.               Policies and Procedures

The Board is working towards writing a policy for all town building and school field   usage.  Materials will be gathered to draw up a policy at a future meeting.

  

4.                LPVEC contract

Tabled until next meeting

 

5.               Hampden House Dining Permit

Duane Mosier moved to allow the outdoor dining permit to Hampden House Café as stated within the most recent correspondence dated 5/21 unless an ABCC hearing is necessary.  Mark seconded.  All in favor and so voted.

 

 

 

 

 

 

 

 

 

 

Appointments:

 

6.               Police Search Committee

Members of Police Search Committee met with Selectmen for resolve some issues regarding information to be placed in the advertisement for employment, what the budget would be for the hiring process and number of years of service and in what capacity. Duane Mosier moved to accept the employment advertisement as amended and presented and send to the list of recommended publications.  Mark Barba seconded.  All in favor and so voted.  In addition a vacancy announcement will be added to the Town’s website. Duane Mosier moved to authorize Chief Adams to spend up to $1750. out of line item 57.4 for the purpose of advertising and related expenses for the police search committee.  A request for a transfer will be requested before 6/30.

 

7.               Bart Gilley

Mr. Gilley has requested a letter of support from the Board of Selectmen for the installation cable systems in Green Meadows and Thornton Burgess Schools.  Duane Mosier moved to support the installation of cable access at both schools in Hampden. Mark Barba Seconded.  All in favor and so voted.

 

8.               Chief Adams

Chief Adams met with the Selectmen to discuss several issues.  New appointees for probationary reserve officers: Duane Mosier moved to appoint Kimberly Rasbeck as a reserve officer/dispatcher for the Hampden Police Department as of 5/29/02.  Mark Barba seconded.  All in favor and so voted.

 

Discussion on the other appointees included the issue of overtime pay and at this time it has not been resolved. 

 

Detainee Processing – a new procedure and policy form will be signed by the Board of Selectmen

 

Salary increases for reserve officers and part time dispatchers.  Duane Mosier moved to offer the reserve officers and part time dispatchers a 2 ½% increase in keeping with the spirit of the recommendation of the Advisory Committee at Town Meeting and the recommended 2 ½% increase for employees not receiving step increases.  Mark Barba seconded.  All in favor and so voted.

 

Letter to Dept of Labor regarding FLSA overtime issues – Chief Adams will check with Stan Weinberg later this week.

 

Vacation replacement scheduling and Reviewing Job performance – The Board and the Chief discussed in which manner vacation can be scheduled the Chief will follow up. The proposal is for every 5 days of vacation time requested the officer must find a replacement for 3 of those days.  The Police Department will be responsible for the remaining 2 days for coverage. This was not a past practice but had been done as a verbal agreement Job Performance – The Chief will ask for a schedule for starting job performance reviews for police officers by June 17th.

 

Extension of Employment Contract – Chief Adams – Discussion of several areas of the contract extension. Revisions are as follows:   Change the contract to starting date July 1, 2002. Ten days vacation time and 2 personnel days will be awarded at the start of the contract 7/1/02.  One-day sick leave will be accumulated per month pro rated.

     

New Business:

 

9.               Park and Recreation

A question regarding the Park and Recreation minutes of April 25 stating a quote from Hydro Pro for irrigation.  James Smith will contact Jim Morris regarding the alteration and procurement procedures.

 

Other Business:

 

10.            Mill Road

Duane Mosier updated the Board that the DEP and the landowner on  the Mill Road  composting site are in the process of looking at signage for the entrance.

 

11.            Transfer Station

Update on the Transfer Station and issues regarding of the clay piping and ecology risks.  There is no increase in the maganese and iron and does not pose a health risk.  There is a consensus that the cleaning is not the best method per Tom Couture of Tighe and Bond.

 

A meeting will be scheduled for next week to follow up on several issues remaining at the transfer station.

 

   

Duane Mosier moved, seconded by Mark Barba to adjourn the meeting.  The motion was adopted unanimously (3-0).  The meeting adjourned at 1:15 A.M.
