Old Business:
1.
Alternate Inspector Appointments
Based on input form the primary inspectors at the Selectmen’s meeting on 5/13/2002 Duane Mosier moved to make the following appointments:
Alternate Building Commissioner Lance Trevallion
Alternate Plumbing Inspector Mark Feeney
Alternate Electrical Inspector Gary Courtney
Alternate Health Inspector Lori McCool
These appointments are to be effective immediately and are to expire June 30, 2002. Mark Barba Seconded.

New Business:
2. One-Day Liquor Permit, VFW
Duane Mosier moved to approve the application from the VFW for a one-day liquor permit for the VFW pavilion for Saturday May 18th. Mark Barba Seconded.

3. Revisions to Board of Health Title-5 Administration Policies
Duane Mosier, Chairman of the Board of Health, brought it to the attention of the Board that the current Title 5 administration policies practiced by the Town are in excess of those required under Title 5. Duane felt that these policies were a legacy of the Board of Health administering older and less restrictive Title 5 requirements of previous years. Duane specifically referenced the 2-year validity limit the Town imposes on percolation tests. He felt that since the newer testing is based on soil mottling, and is not subject to the annual or seasonal variations that were inherent to the older percolation-only tests, the 2-year validity limit is no longer necessary. Installation plans, however, would still need to be up-to-date and be reviewed and approved by the Board of Health Agent, and the conditions of the percolation test must not have changed.
After discussions Jim Smith motioned to rescind any and all Hampden Board of Health Title 5 administration policies that are in excess of, or in conflict with, current Title 5 requirements. Mark Barba seconded.

4. Meeting Continuation, Transfer Station
At 6:55 AM, Mark Barba moved to continue the meeting at the Transfer Station to review site cleanup and testing wells with the DEP. Duane Mosier seconded.

5. Site Inspection, Transfer Station
Present at the site visit: Marquetta Cain, DEP and
Mike Framarin, Town Water Operator.
Marquetta Cain was present to view the site cleanup behind the recycle bins that had been recently completed by the Highway Department. The group walked the perimeter of the site. Marquetta asked about the disposal of the materials that were previously partially buried at the edge of the site. Duane stated that the different materials were disposed of through appropriate refuse handlers and that he could provide the necessary receipts for asphalt reclamation, stump disposal, etc.
Marquetta asked whether Dan Hall from the DEP had requested test pits prior to or during cleanup. Duane informed her that no such tests had been requested.
Following the cleanup inspection Mark Barba made a motion to adjourn, Duane Mosier seconded. The meeting was adjourned at 7:20 AM.
Duane Mosier, Marquetta Cain and Mike Framarin remained at the site to conduct a survey of test wells and perform other inspections relative to on going monitoring of the capped landfill area.
