The meeting was called to order at 7:02 p.m. Board of Selectmen Austin G. McKeon and
Duane Mosier were in attendance. James Smith was out of town. |

Old Business:
1.
Minutes from March 11, 2002 for approval
Duane Mosier made a motion to accept the minutes as submitted. Austin McKeon seconded, all in favor and so voted.
2. Town Boundary Markers
A letter was received by the Town of East Longmeadow stating that they are willing to expend $244.18 for a town boundary marker on the town line. Dana Pixley is working with the state for the missing state line marker. We are waiting for the Town of Monson’s response.
New Business:
3. Boy Scouts
Dale Hatch approached the Board to discuss clean up of the Melville Room after Cub Scout meetings. The Board stressed that the room needs to be put back into the same order it was found in and will meet with the Cub Scout leader at its next meeting.
4. Letter from Nancy Pelletier
Discussion regarding a second letter from Nancy Frankel c.c. To the Board of Selectmen. Will research as to whom Ms Pelletier represents.
5. Police Negotiations
Ongoing Dispatcher negotiations.
6. Transfer of Funds
Will put transfer of funds request from the police department onto the special town meeting warrant.
7. COA Appointment
Duane Mosier moved to appoint Larry Smith to the Council on Aging Board. Austin McKeon seconded, all in favor and so voted.
8. Hampden Landfill Monitoring Program Proposal
Will check after transfer of funds, will there be enough to cover monitoring program.
9. Highway Department Employee Reviews
Board will speak to Dana Pixley regarding letter and how to proceed.
10. Street Sweeping and Catch Basin Bid Opening
A proposal from J R Sweeping Service of Agawam for 2002 Street Sweeping Bid. 19986-1988 Mobil four wheel high dump sweepers with operator 4 yd capacity. $80.00 per hour, fully insured, insurance certificate provided upon request.
A proposal from J R Sweeping Service of Agawam for 2002 Catch Basin Cleaning Bid. Vacuum catch basin cleaning as requested. $82.50 per hour, fully insured, insurance certificate provided upon request.
Duane Mosier moved to award the bids to J R Sweeping Service of Agawam for Street sweeping and catch basin cleaning for 2002. Austin McKeon seconded, all in favor and so voted.
Appointments:
11. Hampden Cares
Vicky Janeczek approached the Board with the plans for the Playscape at Green Meadow School. The new equipment has been ordered and slated to be installed April 19 and 20 by volunteers. The location will not interfere with the proposed expansion project or to existing septic systems. A question regarding insurance liability, the Board will research whether the Town’s insurance coverage will extend to cover the volunteers working on the project those two days. The contractor and playground distributor each has their own policy and will provide copies of their certificates of insurance.
12. Adopt a Plot
Connie Witt and Crissy Cesan presented their program to the Board on the cemetery restoration project. Residents and civic groups can adopt a plot and receive instructions on resetting, repairing or cleaning of the stones. There are several stones that will require major restoration as well as some large monuments danger of falling. Several trees in the vicinity may need to be taken down. 16 revolutionary and civil war monuments are in need of repairs. Art Booth will check into to possibility of applying for grants for the major work. He will also look into getting grave markers for the Veterans graves in time for Memorial Day.
13. Hampden Land Project
Sherry Himmelstein approached the board with a project she has been working on regarding the purchase of a parcel of land that boarder’s memorial park. She is asking the town to help with the funding by using CPA funds and securing a loan. The Hampden Land Project will reimburse any interest that may be incurred. Austin is concerned with increasing legal fees associated with the project that the town may be responsible for.
Duane Mosier moved, seconded by Austin McKeon to adjourn the meeting. The motion was adopted unanimously (2-0). The meeting adjourned at 9:15P.M.
